Lotto Winner Should Claim P12 Million Winnings After Ticket Being Burned Says A Congressman

It was last October 2014 when news broke out about a man from Batangas who supposedly won in lotto of about P12 million but cannot claim his winnings because one part of the winning ticket was accidentally burnt by her daughter.

Now, the House Committee on Games and Amusement, headed by Cavite Rep. Elpidio Barzaga recommended to PCSO or Philippine Charity Sweepstakes Office that they should pay the ticket owner of the P12 million, Mr. Antonio Mendoza.
The winning numbers that Mr. Mendoza correctly got were 09-21-31-36-40-41 but his grandchild crumpled the ticket and his daughter iron out some portions leaving only the first two numbers readable.

Since PCSO has a policy of “no ticket, no payment,” Mr. Mendoza cannot claim his winnings. But Rep. Barzaga believes that since no one yet claims the prize for the ticket, it should be given to Mr. Mendoza. In fact, PCSO has also certified that the winning ticket was purchased to where Mr. Mendoza bought his.
In the end, PCSO General Manager Ferdinand Rojas made a stand that Mr. Mendoza will have to wait one year before he might be able to get the prize.
